The Oliver McGowan Mandatory Training is the standardised training on learning disability and autism named after Oliver McGowan, whose death highlighted the need for better understanding among health and care staff.
Introduced under the Health and Care Act 2022, it is the government’s preferred and recommended programme for meeting the statutory duty. It is delivered in two tiers: Tier 1 provides general awareness, while Tier 2 is for staff who provide care and support and is co-delivered with people who have lived experience.
